Shared Mailboxes have replaced public folders in the Exchange 2016 environment
To enable shared mailboxes on a 2016 Mailbox navigate to the relevant mailbox, settings, then scroll down to the shared mailbox sectionOnce the shared mailbox is activated you will see the below positive activation message

As you can see below the mailbox now has access to the shared mailbox permissions.
Shared Mailboxes function the same way as Public Folders and offer the same level of permissions as public folders.
Full Access: Allows the permitted user to manage the Shared Mailbox and encompasses the two below permissions if required.
Send As: Allows the associated user's to send as the Shared Mailbox address
Send on Behalf of: Allows the associated user's mailbox to send from the mailbox with the prefix "sent on behalf of"
